Online casinos and betting in Côte d'Ivoire

Sports betting is legal in Côte d'Ivoire through LONACI, the state lottery, which holds the monopoly and offers online betting via partner platforms; there is no separate licence for online casinos. Offshore brands led by 1Win accept Ivorian players, but they are not part of the LONACI system.

How the law works

Côte d’Ivoire runs gambling through the state. LONACI, the Loterie Nationale de Côte d’Ivoire, holds the monopoly on lotteries and sports betting. What makes the Ivorian model different from some neighbours is that LONACI offers betting online through partner platforms, so online sports betting can be legal when it runs through that system.

Online casinos are a different matter. There is no separate licence for online casinos, so the legal status of casino websites is unclear: none holds an Ivorian authorisation of its own. The minimum age for legal betting is 18.

This is the position as our research found it in November 2026. It is general information, not legal advice; for your own situation, ask an Ivorian lawyer.

LONACI partners and offshore brands

The first question to ask about any betting site in Côte d’Ivoire is whether it operates through LONACI. A LONACI partner works inside the Ivorian legal framework, with local oversight. An offshore brand does not, however professional it looks.

The ranked list above shows the international brands that accept Ivorian players, according to their restricted-country lists, with 1Win first:

  • 1Win, licensed in Curaçao, with a large casino, live tables, its own crash games and a sportsbook;
  • The 1xBet family: 1xBet, 22Bet, Melbet, Betwinner, Megapari and PariPesa, a group with local sites or partners in Côte d’Ivoire;
  • Mostbet, which has a visible presence in the country;
  • Crypto brands: BC.Game, Cloudbet and Rollbit.

If a brand advertises an Ivorian site, check whether that site is presented as a LONACI partner, or whether it is simply the international site translated into French. The two give you very different protection.

LONACI partner or offshore: how they compare

If you’re choosing between the two, these are the practical differences:

  • Legal footing. A LONACI partner operates inside the state monopoly. An offshore brand accepts you but has no Ivorian authorisation.
  • Disputes. With a LONACI partner, there’s a local authority behind the operator. Offshore, your route runs through a foreign regulator.
  • Choice. Offshore brands usually have far more casino games, crash titles and niche betting markets.
  • Money. Local platforms work in CFA francs. Offshore balances are often in euros, dollars or crypto, with a conversion cost each way.
  • Bonuses. Offshore welcome offers are usually bigger on paper, and usually come with heavier wagering.

Neither is automatically right. A casual football punter may be happiest with a LONACI partner; a player who wants a casino lobby will look offshore, and should go in knowing what protection they give up.

Paying with mobile money

Côte d’Ivoire has one of the most competitive mobile money markets in Africa, and betting sites follow it. Our data lists:

The currency is the West African CFA franc (XOF, shown as CFA), shared with the other UEMOA countries and pegged to the euro. That peg makes conversion a little more predictable than in countries with floating currencies, but an offshore account held in euros, dollars or crypto still costs you a spread each way.

Before your first deposit:

  1. check the site pays out to the same wallet you deposit from, because some only withdraw by bank or crypto;
  2. note the minimum withdrawal and any fees;
  3. upload your ID early, so your first withdrawal isn’t held up.

What to watch for offshore

No Ivorian regulator behind you. The offshore brands are licensed in Curaçao or, for BC.Game, Anjouan. If a withdrawal is refused, you go through the operator’s complaints process and then its foreign licensing body. Our explainer on offshore licences sets out what that’s worth.

French-language clones. Popular brands are copied, and French-language copies circulate on social media and messaging apps. Type the address yourself, and never install an app from a file someone sends you.

Bonus terms. Offers on this page show only percentages and spins, because the amounts in our data are set for South Africa and don’t apply here. 1Win’s welcome package is a 500% match spread over your first deposits in the version we track, with CFA amounts and conditions set in its cashier. Wagering, expiry, game weighting and maximum stakes decide what a bonus is really worth; our wagering guide shows the calculation.

Football and basketball

Football is the national passion, and the Éléphants gave it a huge lift by winning the Africa Cup of Nations on home soil in early 2024. At club level, the domestic Ligue 1 of Côte d’Ivoire has a loyal following, with ASEC Mimosas its most famous club.

Ivorian punters also follow French Ligue 1 closely, where many Ivorian players have made their names, along with the Premier League, Champions League and La Liga. Those European leagues have the deepest markets at every bookmaker; domestic Ivorian matches have far fewer markets and wider margins.

Basketball is the second sport, with NBA and international markets widely available.

  • Combined bets (accumulators) are the most popular slip in Abidjan, as across West Africa. They multiply the bookmaker’s margin along with the odds, so a long slip is much less likely to land than its price suggests. Our accumulator guide explains why.
  • Live betting is offered by both LONACI partners and offshore brands. Prices move fast, so decide your stake before the match, not during it.
  • Crash games like Aviator are huge at offshore brands. They’re quick, and quick games need firm limits; our crash game guide explains why no strategy beats the house edge.

Understanding how prices are built helps too. Our guide on how betting odds work shows where the margin hides.

Responsible gambling

We could not confirm a national gambling helpline in Côte d’Ivoire. That makes the tools on betting sites your first line of defence:

  • set a deposit limit before you bet;
  • use time-outs or self-exclusion if you need a break;
  • don’t save your wallet PIN or card on the site;
  • never bet money set aside for family, rent or school fees.

Gamblers Anonymous runs online meetings that anyone can join, and a doctor can refer you to support. Our responsible gambling page lists the warning signs.

Neighbouring countries

Ghana licenses online casinos and betting through its Gaming Commission, Liberia licenses sports betting through its National Lottery Authority, and Guinea, Mali and Burkina Faso run betting through state lotteries.
