Offshore vs SA-licensed sites
An SA-licensed site is regulated by a provincial gambling board, so you have a local dispute route and South African player protections. An offshore site (often licensed in Curaçao) usually has bigger bonuses, more games and crypto, but no South African regulator to complain to if something goes wrong.

When you sign up at a South African gambling site, you’re choosing between two systems. One is regulated at home by a provincial board. The other is regulated, if at all, somewhere else. Both are common, and both are covered on this site. This guide explains what actually changes for you as a player, without the sales pitch from either side.
Two kinds of site
SA-licensed sites are bookmakers licensed by one of South Africa’s provincial gambling boards: for example the Western Cape Gambling and Racing Board, the Gauteng Gambling Board, the KwaZulu-Natal Gambling Board, the Mpumalanga Economic Regulator, the Northern Cape Gambling Board or the Eastern Cape Gambling Board. Hollywoodbets, Playabets, Supabets and YesPlay are examples.
Offshore sites are run from outside South Africa and hold a licence from another jurisdiction, most often Curaçao. They accept South African players and usually Rands, but they’re not licensed here. 1Win, the featured casino on this site, is one: it holds a Curaçao licence.

The legal picture in brief
South Africa’s National Gambling Act allows sports and horse racing betting through provincially licensed bookmakers, online and in shops. It doesn’t license online casino gaming, so casinos aimed at South Africans from abroad operate outside the South African system. Licensed bookmakers offer slot-style games under their betting licences, which is how products like Spina Zonke work.
That’s the short version. The details, including what it means for players, are in our guide to whether online gambling is legal in South Africa.
What changes for you
| SA-licensed | Offshore | |
|---|---|---|
| Regulator | Provincial gambling board | Foreign authority (often Curaçao) |
| Dispute route | Operator, then the provincial board | Operator, then the foreign authority |
| Verification (FICA) | Required before withdrawals | Varies; often only at withdrawal |
| Typical deposits | Ozow, Capitec Pay, EFT, vouchers, cards | Cards, instant EFT, crypto, e-wallets |
| Bonus size | Smaller, often with lighter wagering | Larger headlines, often heavier wagering |
| Games | Slots and crash games from a smaller range of studios | Thousands of slots, live casino, crypto games |
| Self-exclusion | Part of the SA system | Operator’s own tools only |
Disputes and protection
This is the biggest difference. If a licensed bookmaker refuses a withdrawal or voids your bets unfairly, you can escalate to the provincial board that licensed it, which has power over the operator’s licence. With an offshore casino, your options are the casino’s own complaints process and then its licensing authority abroad, which may be slow and has no local office.
That doesn’t mean offshore casinos don’t pay. Many pay reliably. It means that if one doesn’t, you have less leverage.
Payments and payouts
SA-licensed sites tend to support the local methods most players already use: Ozow, Capitec Pay, 1Voucher and EFT, with withdrawals straight to a South African bank account. Some pay out within hours. Hollywoodbets lists withdrawals of 1-4 hours.
Offshore casinos often lean on cards, instant EFT processors and crypto. Bank withdrawals can take longer, commonly a few business days, and some are processed through third parties. Crypto can be fast, but you carry the exchange-rate risk and the work of converting back to Rands. Our fastest withdrawals guide compares methods.
Bonuses
Offshore welcome bonuses are usually much bigger in headline terms. 1Win advertises a 500% welcome package; its full South African terms are still being confirmed, so check the wagering on its bonus page before you opt in.
Big headlines usually come with heavier conditions: higher wagering, deposit-plus-bonus wagering, caps and shorter expiry. SA-licensed bonuses are smaller, but often easier to clear. A R50 sign-up free bet or 50 free spins with light wagering can be worth more in practice than a giant match you’ll never finish. Our guide to bonus terms that cost you money shows how to compare them.
Games
Offshore casinos typically carry thousands of slots, full live casino lobbies and provably fair crypto games such as Mines and Plinko. SA-licensed bookmakers carry fewer titles from a smaller set of studios, though the popular ones (Pragmatic Play, Habanero, Spribe’s Aviator) are widely available. If you want a specific game, check which sites carry it on the game’s page.
Verification
SA-licensed sites must check your identity under FICA before you can withdraw, usually with your ID and a proof of address. Offshore casinos vary: some verify at sign-up, others only when you request your first withdrawal, which can delay that first payout. Our FICA guide lists what’s usually needed.
How to check a licence
- Scroll to the footer. A licensed site displays its licence, usually with the board’s name and logo.
- Look it up. Provincial boards publish lists of licensed bookmakers. Check the brand name and website match.
- For offshore sites, look for the licence number and the issuing authority, and check it on that authority’s register.
- Be wary of no licence at all, or a logo that doesn’t link anywhere.
Our reviews list each brand’s licence in its key facts box, for example:

Which should you choose?
There’s no single right answer, but here’s a fair way to think about it.
Choose an SA-licensed site if you value a local complaints route, want to deposit with Ozow, Capitec Pay or vouchers, mostly bet on sport, and prefer smaller bonuses with lighter terms.
An offshore site may suit you if you want a larger game range, live casino or crypto, and you’re comfortable that you’re relying on the operator’s reputation rather than a South African regulator. If you go this way, start small, read the withdrawal terms before you deposit, and complete verification early.
Either way, a few habits protect you:
- Withdraw winnings regularly rather than leaving a large balance on any site.
- Keep screenshots of bonus terms and support chats.
- Never share your banking login details with a site or “agent”.
- Set deposit limits on day one.
A worked example
Say you have R500 to play with this month.
- At an SA-licensed bookmaker, you deposit with Capitec Pay, take a modest free-spins offer and withdraw a R700 balance to your bank the same day. If the withdrawal were refused, you could escalate to the provincial board.
- At an offshore casino, you deposit by card and take a large match bonus. The wagering is heavy, so most of the R500 goes back into play. If you do finish with R700, the withdrawal may take several business days, and if there’s a dispute, you’ll be dealing with an authority in Curaçao.
Neither outcome is guaranteed, and both sites keep a house edge on every game. The licence doesn’t change the odds; it changes what happens when something goes wrong.
The bottom line
The licence is about protection, not about which site is more fun or more generous. Know which kind of site you’re on, read its terms with that in mind, and keep gambling to a budget you can afford to lose. Free, confidential help is available on 0800 006 008.
Frequently asked questions
Is it legal to play at offshore casinos in South Africa?
Online casino gaming isn't licensed under South Africa's National Gambling Act, so offshore casinos operate outside the South African system. Sports betting with a provincially licensed bookmaker is legal. Our legality guide explains where the lines are.
How do I know if a betting site is licensed in South Africa?
Look at the footer for a provincial board licence, such as the Western Cape Gambling and Racing Board, Gauteng Gambling Board or KwaZulu-Natal Gambling Board, and check the licence on that board's website.
Are offshore casinos safe?
Some are well run and pay reliably; some aren't. Because no South African regulator oversees them, you rely on the casino's own reputation and its foreign licence. Read reviews, check withdrawal terms and start with a small deposit.
What is a Curaçao licence?
It's a gaming licence issued in Curaçao, used by many international casinos. It allows the operator to run its business but doesn't make it a South African licensed site, and complaints go to the Curaçao authority, not a provincial board.
Can I complain about an offshore casino in South Africa?
Not to a provincial gambling board. You can complain to the casino, then to its licensing authority abroad, and you can dispute card payments with your bank. That's why the licence matters before you deposit.
Do SA-licensed sites have online casino games?
Many licensed bookmakers offer slot-style games, such as Spina Zonke at Hollywoodbets and Betway's games, under their betting licences. The range is smaller than at offshore casinos.
