Online casinos and betting in Benin
Sports betting in Benin is legal through the Loterie Nationale du Bénin, which holds the state monopoly on lotteries and betting; online casinos are not regulated at all. International brands led by 1Win accept Beninese players, but they operate outside the state system and offer no local protection.

What Beninese law says
Benin’s betting market belongs to the state. The Loterie Nationale du Bénin (LNB) holds the monopoly on lotteries and sports betting, which means the legal way to place a bet on football is through the LNB and the products it runs.
Online casinos are in a different position: they are not regulated. That is not the same as a ban. It means Benin has no licence, no rules and no authority covering casino websites. Nobody approves them, nobody supervises them, and nobody at home can help you if one refuses to pay.
That’s the picture from our research in November 2026. Laws can change, and this page is general information, not legal advice. If you need certainty about your own position, speak to a Beninese lawyer.
Unregulated, prohibited, licensed: why the difference matters
You’ll see three words on our country pages, and they mean different things for you as a player:
- Licensed means a local authority approves operators and can act on complaints. Ghana and Nigeria work this way.
- Prohibited means the law bans the activity. Algeria and Mauritania are examples.
- Unregulated means the law doesn’t address it. That’s Benin’s position on online casinos.
In practice, “unregulated” leaves you on your own. The site’s own terms and its foreign licence are all that govern your account. That is not a reason to panic, but it is a reason to be careful with how much you deposit and how quickly you withdraw.
International sites that accept Benin
According to their restricted-country lists, these brands accept players from Benin. They’re shown in the ranked list above, with 1Win first:
- 1Win, licensed in Curaçao, with a big casino, live tables, its own crash games and a sportsbook;
- The 1xBet family: 1xBet, 22Bet, Melbet, Betwinner, Megapari and PariPesa, all with French-language sites and long payment menus;
- Crypto brands: BC.Game, Cloudbet and Rollbit.
None of them is part of the LNB monopoly. They’re offshore operators that choose to accept Beninese accounts.
The Nigeria question
Benin shares a long border with Nigeria, and Nigerian betting brands are heavily advertised in the region. It’s easy to assume that a brand licensed in Lagos is safe to use in Cotonou. It isn’t quite that simple. Since 2024, Nigerian licences are issued by states, and they cover betting within that state’s borders. A Nigerian brand that lets you sign up from Benin is acting as an offshore operator as far as Benin is concerned, with the same lack of local protection as any other. Our Nigeria guide explains its system in more detail.
Paying with mobile money
Benin’s betting runs on phones. Our data lists three wallets plus crypto:
- MTN MoMo, the largest network;
- Moov Money;
- Celtiis Cash, the wallet from the state-owned operator Celtiis;
- Tether (USDT) for players at crypto-friendly brands.
Benin uses the West African CFA franc (XOF, shown as CFA), which is pegged to the euro. Offshore accounts are often in euros, US dollars or crypto, so you pay a conversion spread when you deposit and again when you withdraw. The peg helps, but the spread is still there.
Before you put money in:
- Check withdrawals. Some sites accept MoMo deposits but only pay out by bank transfer or crypto. Read the cashier’s withdrawal page first.
- Note the minimums and fees. A low minimum deposit is less useful if the minimum withdrawal is far higher.
- Verify early. Upload your ID while your balance is small, so a winning withdrawal isn’t held up by checks.
What to watch for offshore
The licence is foreign. Most of these brands are licensed in Curaçao; BC.Game is licensed in Anjouan. These regulators run complaint processes, but they’re slow and far away. Our explainer on offshore licences sets out what they can do.
Copycat sites. Popular brands are cloned in French and English, and links to the copies spread on social media. Type the site’s address yourself and never install an app from a file someone sends you.
Bonuses are percentages here. Offers on this page show only percentages and spins, because the amounts in our data are set for South Africa and don’t apply in Benin. 1Win’s welcome package is a 500% match spread over your first deposits in the version we track, with CFA amounts and terms set in its cashier. Before accepting any bonus, read the wagering requirement, expiry date and maximum bet; our wagering guide shows how to work out the real cost.
Football and what Beninese punters bet on
Football is the sport that matters. The domestic Benin Premier League has a loyal following but limited betting coverage, especially at international books. Most slips are built on European football: French Ligue 1, which is closely followed across francophone Africa, plus the Premier League, the Champions League and La Liga.
The most popular bet is the long combined slip, stacking many matches for a big potential return. It’s fun, but every extra leg adds the bookmaker’s margin. Our accumulator guide shows how quickly a ten-match slip’s real chances fall.
Crash games such as Aviator have also taken off at the offshore brands. Each round lasts only a few seconds, which makes it easy to play far more rounds than you planned. Set a budget for the session before you start, and stop when it’s gone.
Responsible gambling in Benin
We could not confirm a national gambling helpline in Benin. That makes the tools on betting sites more important:
- set a deposit limit before your first bet;
- use time-outs or self-exclusion if betting is taking too much time or money;
- keep your mobile money PIN private and don’t save it anywhere on the site.
Gamblers Anonymous runs online meetings that anyone can join, and a doctor can refer you to support confidentially. Betting is entertainment, not income. Our guides to responsible gambling tools and bankroll management explain how to keep it that way.
Neighbouring countries
Togo and Niger also run betting through state lottery monopolies, as does Burkina Faso to the north-west. To the east, Nigeria licenses betting and online casinos state by state.
Frequently asked questions
Is online betting legal in Benin?
Legal sports betting in Benin runs through the Loterie Nationale du Bénin, which holds the state monopoly on lotteries and betting. Offshore sites are not part of that system. This is general information, not legal advice.
Are online casinos legal in Benin?
Online casinos are not regulated in Benin. There is no licence for them, which is different from an outright ban, but it also means no local protection.
Does 1Win accept players from Benin?
Yes. Benin is not on 1Win's restricted list. 1Win holds a Curaçao licence and is not part of the Loterie Nationale du Bénin, so no Beninese body can help in a dispute.
How do Beninese players deposit at betting sites?
MTN MoMo, Moov Money and Celtiis Cash are the main mobile wallets in our data, plus USDT for crypto users. Check that the site pays out to the same wallet before you deposit.
Can I use a Nigerian betting site in Benin?
A Nigerian state licence covers betting in that state, not in Benin. A Nigerian brand that accepts you from Benin is acting as an offshore operator, so the same cautions apply.
