The law in Ghana

Ghana has one of West Africa’s clearest gambling frameworks. The Gaming Act 2006 (Act 721) sets the rules, and the Gaming Commission of Ghana licenses and supervises:

  • land-based casinos;
  • sports betting, in shops and online;
  • online gaming, including online casinos.

The National Lottery Authority runs the national lotteries separately. Unlicensed offshore operators are not authorised to serve Ghanaian players. The minimum age is 18.

This is the position as our research found it in November 2026. It’s general information, not legal advice; the Gaming Commission’s website publishes its rules and licensed operators.

Licensed local brands versus offshore sites

Because Ghana licenses online play, you have a real choice between two groups.

Gaming Commission licensees. Our research lists SportyBet, Betway Ghana, Betika and Soccabet as licensed local brands. They take cedis, pay out to mobile money and answer to a Ghanaian regulator. If a withdrawal is refused or an account closed unfairly, you can complain to the Commission.

International brands. The ranked list above shows offshore sites that accept Ghanaian players, with 1Win first:

  • 1Win, licensed in Curaçao: a big casino, live dealers, its own crash games and a full sportsbook;
  • The 1xBet family: 1xBet, 22Bet, Melbet, Betwinner, Megapari and PariPesa;
  • Crypto brands: BC.Game, Cloudbet and Rollbit.

These are not licensed by the Gaming Commission. They tend to offer bigger casino lobbies, more crash games and crypto banking, but they sit outside Ghanaian protection. Our explainer on offshore and locally licensed sites sets out the trade-off; it’s written for South Africa, but the logic is the same in Ghana.

Mostbet doesn’t appear on the list because its casino terms have named Ghana as restricted.

Deposits and withdrawals

Ghana runs on mobile money, and betting is no exception. Our data lists:

  • MTN MoMo, the most widely used wallet;
  • Telecel Cash (formerly Vodafone Cash);
  • AT Money;
  • Visa and Mastercard cards and bank transfer;
  • Tether (USDT) at crypto-friendly brands.

Local licensees work in cedis (GHS, GH₵), so there’s no conversion cost and MoMo withdrawals often land quickly. At offshore sites, check whether your account is in cedis or US dollars. If it’s in dollars or crypto, you pay a conversion spread both ways, and the cedi’s movements can eat into a balance you leave on the site.

Before any first deposit:

  1. confirm the site pays out to the same method you deposit with;
  2. note the minimum withdrawal and any fees;
  3. complete ID verification while your balance is small.

How to check that a Ghanaian site is licensed

A licence claim in a website footer is easy to fake, so it’s worth checking for yourself. It takes a couple of minutes:

  1. Scroll to the footer of the betting site and note the company name and licence details it gives.
  2. Compare them with the operators the Gaming Commission publishes on its own website.
  3. Make sure the web address you’re using matches the one the licensed company operates. Copycat sites sometimes borrow a real brand’s licence text.
  4. If the details don’t match, or the site gives no Ghanaian licence at all, treat it as an offshore or unlicensed operator.

A licensed site should also show responsible gambling information, an age warning and a way to contact support. Missing basics are a warning sign on their own.

None of this means an offshore site will treat you badly; many pay reliably. It simply tells you which kind of protection you have before you deposit, and that’s worth knowing upfront rather than after a dispute.

What to check at offshore sites

The licence. Most of the offshore brands hold Curaçao licences, and BC.Game is licensed in Anjouan. Their complaint routes exist but are distant and slow compared with the Gaming Commission.

Account currency and limits. Look for cedi accounts and MoMo withdrawals; both make life easier.

Clones. Popular brands get copied. Type addresses yourself and don’t install apps from shared files.

Bonuses. Offers on this page show as percentages and spins only, because amounts in our data are set for South Africa and don’t apply in Ghana. 1Win’s welcome package is a 500% match over your first deposits in the version we track, with cedi amounts and terms set in its cashier. Wagering decides what any bonus is worth; our wagering guide explains how to calculate it.

The Ghana Premier League, the EPL and boxing

Football is everything. The Premier League is the most bet-on competition, and Ghanaian players at English clubs keep it front of mind. The Champions League and La Liga follow.

At home, the Ghana Premier League has deep rivalries, with Asante Kotoko and Hearts of Oak the best known. Local brands usually offer fuller markets on domestic games than offshore books, and the Black Stars bring in casual punters at every major tournament.

Boxing is the other sport Ghanaians care about, with a long line of world champions from Accra. Big fights draw betting interest, but markets are narrower than for football: often just the winner, method and round.

Betting habits worth a second look

  • Accumulators with many legs are the most popular bet in Ghana, as across West Africa. Every extra leg multiplies the bookmaker’s margin, so a ten-leg slip is far less likely to win than its price suggests. Our accumulator guide does the maths.
  • Booking codes shared on social media are someone else’s guess, not a tip.
  • Crash games such as Aviator are fast and very popular at both local and offshore brands. Set a session budget before you start.

Responsible gambling in Ghana

We could not confirm a dedicated national gambling helpline in Ghana. Licensed operators offer responsible gambling tools, and offshore sites usually do too:

  • deposit limits for a day, week or month;
  • time-outs and self-exclusion;
  • reality checks that remind you how long you’ve been playing.

Gamblers Anonymous runs online meetings that anyone can join, and a doctor can refer you to support. If you have a complaint about a licensed operator, the Gaming Commission is the place to take it. More in our guides to responsible gambling tools and bankroll management.

Neighbouring countries

Next door, Côte d’Ivoire and Togo run betting through state lottery monopolies, as does Burkina Faso to the north. Further east, Nigeria has a state-by-state licensing system.
