Online casinos and betting in Liberia
Online sports betting is legal in Liberia when the operator is licensed by the National Lottery Authority, which licenses lotteries and betting, online included; online casinos have no dedicated framework, so their status is unclear. Offshore brands led by 1Win also accept Liberian players.

The legal framework
Liberia has a clearer system for sports betting than many of its neighbours. The National Lottery Authority of Liberia (NLA) licenses lotteries and sports betting operators, and that includes online sports betting. If a bookmaker holds an NLA licence, it operates legally in Liberia and answers to a Liberian regulator.
Online casinos are different. There’s no dedicated framework for them, so their legal status is unclear: no casino website holds a Liberian casino licence. Our research didn’t find a confirmed minimum age, so check each operator’s terms.
This reflects our research in November 2026. It’s general information, not legal advice. The NLA’s website is the place to check its current rules and licensees.
NLA licensees versus offshore brands
The key question for any betting site in Liberia is: does it hold an NLA licence?
NLA-licensed bookmakers operate under Liberian rules. If a payout is refused or an account closed unfairly, you have a local authority to complain to. They work with Liberian payment methods and local currency.
Offshore brands accept Liberian players without an NLA licence. The ranked list above shows them, according to their restricted-country lists, with 1Win first:
- 1Win, licensed in Curaçao, with a big casino, live dealers, its own crash games and a sportsbook;
- The 1xBet family: 1xBet, 22Bet, Melbet, Betwinner, Megapari and PariPesa;
- Crypto brands: BC.Game, Cloudbet and Rollbit.
Offshore brands usually offer more casino games, crash titles and markets. NLA licensees offer local protection for sports betting. Since online casinos have no Liberian framework at all, casino play is offshore by definition.
How to check an NLA licence
Licence claims in a site’s footer are easy to copy, so check for yourself:
- Note the company name and licence details the betting site gives.
- Compare them with what the NLA publishes.
- Make sure the web address matches the licensed operator. Copycat sites sometimes borrow a real licence number.
- If the site shows no NLA licence, treat it as offshore.
Two currencies and mobile money
Liberia is unusual: it runs on two currencies. The Liberian dollar (LRD, shown as L$) is the national currency, but the US dollar is widely used alongside it. For betting, that can be an advantage. Some offshore sites hold balances in US dollars, which removes one conversion step if you already hold dollars.
Our data lists these payment methods:
- Orange Money;
- MTN MoMo (Lonestar Cell MTN);
- Tether (USDT) at crypto-friendly brands.
Local bookmakers use mobile money as standard. Offshore cashiers vary: some support Liberian wallets, many don’t, and some pay out only by crypto. Before you deposit:
- confirm the site pays out to the same wallet;
- check whether your wallet is in Liberian or US dollars, and what currency the site uses;
- note the minimum withdrawal and any fees;
- upload your ID early, so the first payout isn’t delayed.
Which kind of site suits you?
It depends on what you want to play:
- Football and other sports only. An NLA-licensed bookmaker gives you local protection, local payments and a regulator at home. For most Liberian punters, that’s the sensible default.
- Casino games and crash games. These have no Liberian framework, so any casino site you use is offshore. Choose one with a long record, clear withdrawal terms and US-dollar accounts if you can.
- Crypto. If you already hold USDT, crypto-first brands such as BC.Game and Cloudbet are built around it. Remember that crypto transfers can’t be reversed.
Plenty of players keep a local sportsbook account and an offshore casino account. That works, as long as you set limits on both.
What to watch for at offshore sites
Distant regulators. Most offshore brands are licensed in Curaçao; BC.Game holds an Anjouan licence. Their complaint processes are slow and can’t be enforced in Liberia. Our guide to offshore licences explains what they cover.
Clones. Copies of popular brands circulate on WhatsApp and Facebook. Type addresses yourself and don’t install apps from shared files.
Bonus terms. Offers on this page show only percentages and spins: amounts in our data are set for South Africa and don’t apply in Liberia. 1Win’s welcome package is a 500% match spread over your first deposits in the version we track, with the cap and conditions set in its cashier. Read the wagering requirement, expiry and maximum bet before accepting any bonus; our wagering guide shows how.
Football: the Lone Star and the EPL
Football is Liberia’s sport, and the country has a unique place in its history: George Weah, the 1995 Ballon d’Or winner, went on to become Liberia’s president. The national team is known as the Lone Star.
The domestic Liberian First Division has a loyal following, but betting coverage is thin, especially at international books. Most Liberian punters bet on the Premier League, by far the most followed foreign league, along with the Champions League and La Liga.
The most popular bet is the multi-match slip. Each leg adds the bookmaker’s margin, so a long slip is much less likely to win than its price suggests. Our accumulator guide does the maths, and our odds guide shows where the margin hides.
Betting shops, phones and young punters
Much of Liberia’s betting now happens on phones, often through the same apps people use for everything else. That makes betting easy, and it also makes it easy for under-age players to get in. If you share a phone, log out after each session and don’t save your PIN. Licensed operators should check age and ID; offshore sites check ID before withdrawals, which is another reason not to let anyone else use your account.
Crash games such as Aviator are popular at offshore brands. They’re fast, so set a budget for the session and stop when it’s gone.
Responsible gambling
We could not confirm a national gambling helpline in Liberia. Use the tools on whichever site you choose:
- deposit limits daily, weekly or monthly;
- time-outs and self-exclusion;
- reality checks that remind you how long you’ve been playing.
Gamblers Anonymous runs online meetings that anyone can join, and a doctor can refer you to support. For a complaint about an NLA-licensed operator, contact the NLA. Our responsible gambling tools guide explains each option.
Neighbouring countries
Sierra Leone has a busy betting scene but no confirmed licensing body. Guinea runs betting through its state lottery, and Côte d’Ivoire through LONACI’s monopoly.
Frequently asked questions
Is online betting legal in Liberia?
Yes, with a licensed operator. The National Lottery Authority of Liberia licenses lotteries and sports betting operators, including online sports betting. This is general information, not legal advice.
Are online casinos legal in Liberia?
The position is unclear. Liberia has no dedicated framework for online casinos, so no casino website holds a Liberian casino licence.
Who regulates gambling in Liberia?
The National Lottery Authority of Liberia (NLA) licenses lotteries and sports betting. Its website is nla.gov.lr.
Does 1Win accept players from Liberia?
Yes. Liberia is not on 1Win's restricted list. 1Win holds a Curaçao licence, not an NLA licence, so the NLA can't help if you have a dispute with it.

Orange Money and MTN MoMo are the mobile wallets in our data for Liberia, and local bookmakers use them widely. Offshore sites may not, so check their withdrawal options first.
