Online casinos and betting in Rwanda

Sports betting, casinos and online gaming in Rwanda are licensed by the Rwanda Development Board (RDB) under the 2011 law governing gaming activities, a role that used to sit with the trade ministry (MINICOM). BetPawa and Fortebet are licensed locally, most players pay with MTN MoMo or Airtel Money, and offshore casinos that accept Rwandans are licensed abroad.

Local operators: BetPawa, Fortebet.

Gaming in Rwanda is governed by Law n°58/2011 on gaming activities and the ministerial orders made under it. Licensing used to sit with the Ministry of Trade and Industry (MINICOM); it is now run by the Rwanda Development Board (RDB) through its National Lottery and Gambling Commission. Licences cover sports betting, casinos and online gaming.

So a Rwandan-licensed online bookmaker or online casino is legal. RDB paused new licences in 2024 while a new gambling policy was drafted, then reopened licensing in 2025, and it has suspended operators that offered casino-style games beyond what their licence allowed. We could not confirm a minimum gambling age in our data; licensed operators carry out their own age checks, and you should only bet as an adult.

None of this is legal advice. Rules and enforcement can change, and RDB’s own publications are the place to check the current position.

Local bookmakers

Two licensed local names appear in our data:

  • BetPawa, a pan-African bookmaker known for simple, mobile-first sites.
  • Fortebet, which also operates in Uganda.

Both work in Rwandan francs (RWF), take MTN MoMo and Airtel Money directly and price the Rwanda Premier League next to the big European competitions. Being licensed in Rwanda means there is a Rwandan authority behind them.

Offshore sites that accept Rwandans

The list above ranks the international brands that accept Rwandan sign-ups, starting with 1Win. After it come the 1xBet family (1xBet, 22Bet, Melbet, Betwinner, Megapari and PariPesa) and the crypto casinos BC.Game, Cloudbet and Rollbit.

They are licensed outside Rwanda, mostly in Curaçao, with BC.Game licensed in Anjouan. What that means for you:

  • No Rwandan protection. A dispute goes to a foreign regulator.
  • Different currencies. Many offshore sites hold balances in US dollars or euros rather than francs, so deposits and withdrawals are converted, often with a margin on top.
  • Bonuses with conditions. 1Win advertises a 500% welcome package spread over several deposits. We have not confirmed its terms for Rwanda, so read the wagering requirement and the maximum cashout before opting in. Our wagering requirements guide explains how to cost a bonus.

What the offshore sites add is choice: huge slot lobbies, live dealers, crash games like Aviator and markets on far more leagues than any local bookmaker carries.

Depositing and withdrawing

Rwanda is a mobile money country, and betting follows suit:

  • MTN MoMo is the main wallet. Our MTN MoMo page covers how it works at gambling sites.
  • Airtel Money is the second option at most local bookmakers.
  • Cards: Visa is accepted by many offshore sites, though banks can decline gambling payments.
  • Crypto: Tether (USDT) is common at offshore casinos. It is quick once set up, but you pay exchange spreads both ways and the franc rate can move.

Be careful with deposit agents: people who offer to fund your account in return for cash or a MoMo transfer to their own number. Once the money leaves your wallet you have no record with the bookmaker and no way to recover it. Pay the operator directly, from a wallet registered in your own name.

A short checklist for smoother payouts:

  1. Verify your identity straight after you register.
  2. Withdraw to the same method you deposited with.
  3. Check whether your balance is in RWF, USD or crypto before you deposit.
  4. Keep screenshots of deposits and withdrawal requests in case you need to raise a complaint.

Choosing between a local and an offshore site

Rwandan players have a real choice, so it is worth thinking it through rather than picking the biggest bonus.

A Rwandan-licensed bookmaker works in francs, pays straight to MTN MoMo or Airtel Money and answers to a Rwandan authority. Its sportsbook covers the football most Rwandans bet on. Its casino section, if it has one, is smaller.

An offshore site offers far more games and markets, plus larger percentage bonuses. In return you give up local oversight, you may lose money on currency conversion, and withdrawals can be slower if you are paid in crypto or by bank.

For most people who mainly bet on weekend football, a licensed local bookmaker covers everything they need. Offshore sites suit players who want a large casino lobby or niche markets and who understand the trade-offs.

Reading a bonus in francs

Percentages hide the real cost, so translate them. A simple example, not tied to any brand: deposit FRw 10,000, get a 100% match worth another FRw 10,000, and face a 35x wagering requirement on the bonus. You would need to bet FRw 350,000 before cashing out. On slots that return around 96% over time, that turnover costs about FRw 14,000 on average, more than the bonus you were given. Low wagering, or no bonus at all, is often the better deal.

Football and basketball

Football leads in Rwanda, with the Rwanda Premier League covered locally and the English Premier League, Champions League and La Liga taking most of the action. Rwandans also follow basketball closely, and Kigali’s role as a host of continental basketball events has raised the sport’s profile. Offshore sites carry more basketball markets, including the NBA, than local bookmakers.

Responsible gambling in Rwanda

We could not confirm a national gambling helpline for Rwanda. Use the tools built into your account instead:

  • Deposit limits, set before your first bet.
  • Reality checks and time-outs when sessions run long.
  • Self-exclusion at every site if you need a break, because one site’s exclusion doesn’t cover the others.
  • Outside help: talk to someone you trust, or use a free online service such as Gambling Therapy.

Betting should be paid-for entertainment, never a way to earn money. Our responsible gambling tools guide goes through each option.

Rwanda next to its neighbours

Rwanda licenses online gaming like its eastern neighbours: Uganda and Tanzania both do it through dedicated boards (Uganda with a 25+ age rule), while Burundi and the Democratic Republic of the Congo have no clear framework for online casinos.

Key points

  • The Rwanda Development Board licenses sports betting, casinos and online gaming.
  • BetPawa and Fortebet are licensed local bookmakers.
  • MTN MoMo and Airtel Money are the main payment methods.
  • 1Win and the brands above accept Rwandans under foreign licences.
  • Set your limits first.
