Online casinos and betting in Ethiopia

Sports betting is legal in Ethiopia through operators licensed by the Ethiopian Lottery Service, but there is no licensing route for online casinos. Locals pay with telebirr, CBE Birr or M-Pesa, and offshore casinos that accept Ethiopians are licensed abroad.

What Ethiopian law allows

Ethiopia splits the question in two.

  • Sports betting is licensed. The Ethiopian Lottery Service, the state lottery authority, licenses betting operators. Betting shops and licensed online bookmakers operate under its oversight.
  • Online casinos have no licensing route. No law we found gives an online casino a way to be licensed in Ethiopia, so none is.

That leaves offshore casinos in a grey area. They accept Ethiopian players under foreign licences, but they are not authorised in Ethiopia, and the legal position of playing at them is not clearly set out. Treat this as information rather than legal advice; if your situation matters, check with a local lawyer, and keep in mind that rules and enforcement can change quickly.

We could not confirm a minimum gambling age in our data. Licensed bookmakers set their own age checks, and you should be an adult before you bet anywhere.

Licensed local betting

Hulusport is the licensed local name in our data. Licensed bookmakers work in Ethiopian birr (ETB), take the main local wallets and price both the Ethiopian Premier League and the European leagues most Ethiopians follow. Because they are licensed at home, the state lottery authority is the body that oversees them.

Offshore casinos and bookmakers

The list above shows the international brands that accept Ethiopian players, led by 1Win. It includes the 1xBet family (1xBet, 22Bet, Melbet, Betwinner, Megapari, PariPesa) and the crypto-first sites BC.Game, Cloudbet and Rollbit. Mostbet is missing on purpose: its terms list Ethiopia as restricted.

All of these are licensed abroad, mostly in Curaçao and, for BC.Game, Anjouan. Before you open an account, weigh:

  • No home regulator. If a site refuses a withdrawal, the Ethiopian Lottery Service cannot help. You would complain to a foreign licensing body.
  • The casino side is unlicensed locally. Their slots and live tables are the part Ethiopian law does not license.
  • Bonus terms. 1Win advertises a 500% welcome package spread over several deposits, but its terms for Ethiopia are not confirmed by us. Read the wagering and cashout rules before you accept anything; our bonus terms guide shows what to look for.

Paying in birr

Ethiopia’s mobile money market has grown quickly. In our data the main wallets are:

  • telebirr (Ethio Telecom), the largest.
  • CBE Birr, from the Commercial Bank of Ethiopia.
  • M-Pesa, through Safaricom Ethiopia.

Local bookmakers accept these directly. Offshore sites rarely do, which is why many Ethiopians who use them pay in crypto, mostly Tether (USDT). That route has real costs:

  • You need an exchange or a peer-to-peer seller to buy USDT and to sell it back for birr, and both sides take a margin.
  • The birr rate against the dollar can move between your deposit and your withdrawal.
  • Crypto sent to the wrong address or network is gone. Double-check before you send.

Our crypto casino guide explains wallets, networks and fees in more detail. Whatever method you use, verify your account before your first withdrawal, and check whether the site holds your balance in birr, dollars or crypto.

Checks before you join any site

Because Ethiopia only licenses the betting side, it pays to be careful about where you sign up. Before you deposit anywhere, run through this list:

  1. Find the licence. A local bookmaker should state its Ethiopian Lottery Service licence. An offshore site should show a foreign regulator and a licence number in its footer. No licence at all means walk away.
  2. Check the cashier. Does the site take telebirr or CBE Birr, or will you have to buy crypto first? That decides your real costs.
  3. Read the withdrawal rules. Look for minimum withdrawals, daily limits and verification requirements before you put money in.
  4. Look at the account currency. A balance in birr is simpler than one in dollars.
  5. Test support. Send a question before you deposit and see how long the answer takes.

Agents, tipsters and fake apps

As betting has grown, so have the scams around it. Be wary of “agents” who offer to deposit for you in return for cash, because once your money leaves your hands you have no record and no recourse. Ignore anyone selling fixed matches or guaranteed tips. And only install apps linked from an operator’s official website: copycat APK files can steal your login and your wallet details.

Football and athletics

Football is Ethiopia’s betting sport. The Ethiopian Premier League has a loyal following, but the English Premier League, the Champions League and La Liga take most of the stakes, and weekend multibets on European games are common.

Athletics is the other national passion. Ethiopia’s distance runners are world famous, and big championships and marathons draw interest, though betting markets on athletics are thin compared with football. Expect them mainly at offshore sites, and expect higher margins on these niche markets. Our guide to how betting odds work explains how to spot the margin in a price.

Responsible gambling

We could not confirm a national gambling helpline in Ethiopia. That makes the tools on your account more important:

  • Set a deposit limit before you start, at the local site and any offshore one.
  • Use time-outs when you notice you’re chasing losses.
  • Self-exclude if betting is hurting your finances or relationships, and do it at every site.
  • Talk to someone. Gambling Therapy offers free online support internationally.

Betting is never a reliable way to make money; the margin in every price means the operator wins over time. Our responsible gambling tools page explains each limit.

Ethiopia in the region

Ethiopia’s approach, licensed betting but no licensed online casinos, is narrower than its southern neighbour Kenya, which licenses both. Somalia prohibits gambling altogether, Djibouti has no specific online law, and Eritrea has no framework at all.

Summary

  • Sports betting is legal in Ethiopia through bookmakers licensed by the Ethiopian Lottery Service, such as Hulusport.
  • There is no licensing route for online casinos.
  • telebirr, CBE Birr and M-Pesa fund local accounts; offshore sites mostly use USDT.
  • 1Win and the brands above accept Ethiopians under foreign licences; Mostbet does not.
  • Bet only what you can afford to lose.

Frequently asked questions

Is sports betting legal in Ethiopia?

Yes, through operators licensed by the Ethiopian Lottery Service, the state lottery authority. Hulusport is one of the licensed local bookmakers.

Are online casinos legal in Ethiopia?

Ethiopia has no licensing route for online casinos, so no online casino is licensed in the country. Offshore casinos that accept Ethiopians operate under foreign licences, and the legal position of playing at them is unclear.

Can I bet with telebirr?

Yes, telebirr is the main way Ethiopians fund local betting accounts, alongside CBE Birr and M-Pesa. Offshore sites more often use crypto such as USDT.

Does 1Win accept players from Ethiopia?

Yes, 1Win accepts Ethiopian players and is first on our list. It is licensed in Curaçao, not in Ethiopia, so there is no Ethiopian body to complain to if something goes wrong.

Is Mostbet available in Ethiopia?

Mostbet has listed Ethiopia as a restricted country in its terms, so we do not list it for Ethiopian players.
