Local operators: Supertote, Lottotech (Loterie Vert).

Mauritius has one of the most established gambling regulators in the Indian Ocean. The Gambling Regulatory Authority (GRA), set up under the Gambling Regulatory Authority Act 2007, licenses:

  • land-based casinos
  • bookmakers
  • betting on horse racing
  • the national lottery

The minimum age is 18.

What it does not do is license online casinos for local players. In plain terms: there is no Mauritian-licensed online casino you can sign up to as a resident. Offshore casinos that accept Mauritians are outside the local system. Whether playing at them breaks any rule is a question for a Mauritian lawyer; this guide describes the landscape and is not legal advice.

Local operators: racing, betting and the lottery

Two licensed local names are in our data:

  • Supertote, a licensed betting operator.
  • Lottotech, which runs the national lottery under the Loterie Vert brand.

Horse racing has a deep tradition in Mauritius, and race days drive a lot of local betting. Licensed bookmakers also price football, especially the English Premier League, which has a large following on the island. Because these operators answer to the GRA, you have a local regulator if a problem can’t be solved directly.

Offshore casinos that accept Mauritians

The list above shows the international brands that accept Mauritian players, starting with 1Win. The rest are the 1xBet group (1xBet, 22Bet, Melbet, Betwinner, Megapari, PariPesa) and the crypto casinos BC.Game, Cloudbet and Rollbit.

All of them are licensed abroad, mostly in Curaçao, with BC.Game in Anjouan. The trade-off is clear:

  • More games, less protection. You get thousands of slots, live dealer tables and crash games like Aviator, but the GRA has no say over these sites.
  • Currency conversion. Most offshore sites don’t hold Mauritian rupees (MUR). Expect your deposits to be converted to US dollars or euros, and back again when you withdraw.
  • Bonus fine print. 1Win advertises a 500% welcome package over several deposits, but its terms for Mauritius aren’t confirmed by us. Wagering rules decide whether a bonus is worth taking; our wagering requirements guide shows the maths.

If you compare offshore and locally licensed play, our offshore vs licensed casinos guide sets out the differences. It is written for South Africa, but the principles are the same in Mauritius.

Payments in Mauritius

Mauritius has good banking and a busy mobile wallet scene. In our data:

  • MCB Juice, the Mauritius Commercial Bank’s payment app.
  • my.t money, from Mauritius Telecom.
  • blink by Emtel.
  • Cards: Visa and Mastercard.
  • Crypto: Tether (USDT).

Local wallets are built for local merchants, so offshore casinos rarely accept them. That leaves cards and crypto for offshore play. Cards are simple but can be declined for gambling, and foreign-currency fees apply. USDT avoids the bank but adds exchange fees and rate risk between deposit and withdrawal. Our crypto casino guide explains wallets and networks.

If your card is declined, that is usually your bank’s gambling block, not a fault at the casino. Some banks let you remove the block in their app; others don’t. Don’t try to get around a block you set yourself as a spending control, because it’s doing its job.

Whichever you use:

  1. Verify your account early so the first withdrawal isn’t held for document checks.
  2. Withdraw to your deposit method.
  3. Keep records of every transaction.

Football, racing and the leagues Mauritians follow

Football and horse racing are the two big betting sports. The Mauritian Premier League is the local football competition, but the English Premier League dominates attention, with the Champions League and France’s Ligue 1 close behind, a nod to the island’s French-speaking side.

Offshore sites add markets that local operators don’t carry, such as Asian handicaps and in-play betting on smaller leagues. Our explainer on how betting odds work helps you read the price before you bet. For racing fans, our horse racing betting guide explains win, place and exotic bets.

Land-based or online: the trade-offs

Mauritians have something many African players don’t: a regulated, local alternative. Casinos and licensed bookmakers on the island operate under GRA rules, pay out in rupees and can be held to account locally. Racing fans can bet with a licensed operator that knows the local card.

Offshore online casinos offer a different deal. You get round-the-clock access, much larger game libraries and percentage bonuses. You give up the local regulator, you usually play in a foreign currency, and payouts can depend on card or crypto rails rather than a local bank.

If you do play offshore, three habits keep the risks small:

  • Keep stakes modest until you have made at least one successful withdrawal.
  • Read the withdrawal section of the terms before your first deposit: minimums, limits and processing times.
  • Avoid bonus traps. A large match with high wagering can tie your money up for weeks. Our guide to sticky and non-sticky bonuses explains which type lets you walk away with real-money wins.

Responsible gambling in Mauritius

We could not confirm a national gambling helpline in Mauritius. Licensed operators provide responsible-gambling measures, and the offshore sites offer account tools. Use them:

  • Set a deposit limit before you play.
  • Use time-outs if a session is running away from you.
  • Self-exclude at every site you use if you need a longer break.
  • Talk to your doctor or someone you trust, or use a free online service such as Gambling Therapy.

Gambling is a paid-for pastime, not a way to make money. Our responsible gambling tools guide covers every limit worth setting.

Mauritius and the other Indian Ocean islands

Mauritius has the most developed rules of the Indian Ocean states. Seychelles regulates casinos and lotteries but leaves online play unclear, Madagascar has a state lottery and land-based casinos but no online framework, and Comoros has no domestic framework at all.

Summary

  • The Gambling Regulatory Authority licenses casinos, bookmakers, horse racing and the lottery; minimum age 18.
  • Online casinos are not licensed for local players.
  • Supertote and Lottotech (Loterie Vert) are licensed locally.
  • MCB Juice, my.t money and blink are popular wallets; offshore sites use cards and USDT.
  • 1Win and the brands above accept Mauritians under foreign licences.
