Online casinos and betting in Somalia
Gambling is prohibited in Somalia under Islamic law, and there is no licensing regime for casinos or betting, online or offline. Self-declared Somaliland applies the same prohibition. Some offshore sites still accept Somali sign-ups, but that does not make playing legal.

The law: gambling is prohibited
Somalia’s position is clear. Gambling is prohibited under Islamic law, and there is no licensing regime for casinos, bookmakers or online gambling. Nobody can get a Somali licence to offer online casino games or sports betting, because there is no such licence.
The same goes for Somaliland, the self-declared republic in the north-west, which applies the same prohibition.
This is not a grey area like many of the countries in this series. Both online casino play and sports betting are marked prohibited in our data. This guide explains the situation; it is not legal advice, and it does not encourage anyone to gamble where it is banned.
Why the list above isn’t a recommendation to play
You may notice the list above still shows brands that accept players from Somalia: 1Win first, then the 1xBet family (1xBet, 22Bet, Melbet, Betwinner, Megapari, PariPesa), and the crypto casinos BC.Game, Cloudbet and Rollbit. That list records which sites accept sign-ups from Somalia, according to their own terms and published restricted-country lists.
It is not a statement that gambling is allowed. Offshore sites are licensed abroad, mostly in Curaçao (BC.Game in Anjouan), and they make their own decisions about which countries to serve. A site taking your registration does not change Somali law, and it does not give you any protection under it.
If you are in Somalia, the safe and lawful choice is not to gamble.
The practical risks for anyone who does play
People do use these sites, and it’s worth being clear about what they are taking on:
- No legal protection. With gambling prohibited, there is no Somali authority to complain to and no legal route to recover money from a site.
- Payment problems. Somalia runs on mobile money. Using wallets for prohibited gambling can lead to blocked transactions or closed accounts.
- Account closure. If an offshore site later decides to restrict Somalia, it can close accounts and may void balances.
- Social and religious consequences. In a society where gambling is forbidden, being known to gamble can carry real personal costs.
- Scams. Where there is no regulated market, fake sites, “agents” and tipster schemes flourish.
Mobile money in Somalia
Somalia has one of the most active mobile money markets in the world, partly because the banking system was so limited for so long. The main wallets in our data are:
- EVC Plus (Hormuud)
- Zaad (Telesom, widely used in Somaliland)
- Sahal (Golis)
- eDahab (Somtel)
These wallets work in US dollars as well as Somali shillings (SOS), which is part of why they are so widely used. They are built for everyday payments and remittances. Using them to pay gambling sites means using them for a prohibited purpose.
Offshore sites more often accept crypto, mainly Tether (USDT). Crypto doesn’t change the law either, and it adds the usual risks: irreversible transfers, exchange costs and scams around buying and selling it.
Scams that exploit the prohibition
Because there is no licensed market, Somali players are especially exposed to fraud. Common patterns include:
- “Agents” who offer to fund a betting account in exchange for a mobile money transfer to their own number. Once the money is sent there is no record and no recourse.
- Fake sites and apps that copy the look of well-known brands and simply take deposits.
- Fixed-match and tipster groups on messaging apps that charge for “guaranteed” results. Nobody can guarantee a result.
- Recovery scams that promise to get back money lost to another scam, for a fee.
With gambling prohibited, victims of these scams have nowhere to turn, which is exactly why scammers target them.
Somalis living abroad
The Somali diaspora is large, and the law that applies is the law where you live. In a country with a licensed market, a locally licensed operator gives you protections an offshore site cannot. If your faith or family values lead you not to gamble wherever you are, that is a choice the law everywhere respects.
Football in Somalia
Football is the most popular sport. The Somali First Division is the domestic league, and like the rest of the region, Somali fans follow the English Premier League, the Champions League and La Liga closely.
Following football, watching games and talking about results are all part of everyday life. Betting on them is a separate matter, and in Somalia it falls under the prohibition.
If gambling is becoming a problem
We could not confirm a national gambling helpline in Somalia. If you or someone close to you is gambling and finding it hard to stop:
- Talk to someone you trust: family, a friend, a religious leader or a doctor.
- Use the site’s own tools. Every reputable site offers self-exclusion, which closes your account for a set period. Use it at every site, because exclusions don’t carry across operators.
- Block the payments. Ask your mobile money provider or bank whether they can block gambling merchants.
- Get support online. Free international services such as Gambling Therapy offer confidential help in several languages.
Gambling is never a way to make money, and chasing losses only deepens them. Our responsible gambling tools guide explains self-exclusion and other limits in detail.
Somalia and the region
Somalia’s prohibition is the strictest position in the Horn of Africa. Ethiopia licenses sports betting through its state lottery, Djibouti has no specific online gambling law, and Kenya runs a full licensing system for betting and online casinos. Whatever a site’s terms say, the rule that matters is the law where you are.

If you want to understand how offshore licensing works in general, our guide to offshore vs licensed casinos explains what a Curaçao licence does and doesn’t mean. It’s written for South Africa, where online betting is licensed, but the explanation of offshore licences applies anywhere.

Frequently asked questions
Is online gambling legal in Somalia?
No. Gambling is prohibited in Somalia under Islamic law, and there is no licensing regime for online casinos or betting. Somaliland applies the same prohibition.
Is sports betting legal in Somalia?
No. Sports betting is covered by the same prohibition as casino gambling, and no operator is licensed to offer it.
Why do offshore betting sites accept players from Somalia?
Offshore sites decide which countries to accept based on their own licence and business choices, not on Somali law. A site accepting Somali sign-ups does not make gambling legal for people in Somalia.
Does 1Win accept players from Somalia?
1Win's terms do not exclude Somalia, so it accepts sign-ups. It is licensed in Curaçao, and accepting players does not change the fact that gambling is prohibited in Somalia.
Can I use EVC Plus or Zaad for betting?
EVC Plus, Zaad, Sahal and eDahab are Somalia's main mobile wallets. Using them for gambling is using them for an activity that is prohibited, and mobile money providers may block such payments.
