The legal picture in the DRC
The Democratic Republic of the Congo has one of Central Africa’s busiest betting markets, and the law treats its two halves differently:
- Sports betting is licensed and widespread. Licences are issued by national and provincial authorities, so you will see betting shops and licensed bookmakers across Kinshasa, Lubumbashi and other cities.
- Online casinos have no clear framework. We could not find a licensing route for online casino games, so their status is unclear.
Because licences come from more than one level of government, it isn’t always simple to check who has licensed a particular operator. We could not confirm a single national regulator’s name or website in our data, nor a minimum gambling age. Only bet as an adult, and expect licensed operators to check.
This guide is general information, not legal advice.
Local bookmakers
Two licensed local names appear in our data:
- BetPawa, a pan-African bookmaker built for mobile phones.
- Premier Bet, which operates in several African countries.
Both work in Congolese francs (CDF), accept mobile money and price Linafoot, the national football league, next to the European leagues. Being licensed locally means there is a Congolese authority behind them.
International sites that accept Congolese players
The list above ranks the international brands that accept players from the DRC, with 1Win first. Then come the 1xBet family (1xBet, 22Bet, Melbet, Betwinner, Megapari and PariPesa) and the crypto casinos BC.Game, Cloudbet and Rollbit.
The 1xBet family has a local presence in the DRC, but all of these brands are licensed abroad, mostly in Curaçao, with BC.Game in Anjouan. Before you choose one:
- No Congolese protection. National and provincial authorities don’t oversee offshore licences.
- The casino side is unclear locally. Offshore slots and live tables fall into the part of the market with no Congolese framework.
- Bonus terms. 1Win advertises a 500% welcome package over several deposits, but we have not confirmed its terms for the DRC. Read our bonus terms guide before you opt in to anything.
Four mobile wallets
The DRC has a crowded mobile money market. In our data:
- M-Pesa (Vodacom)
- Airtel Money
- Orange Money
- Afrimoney (Africell)
Local bookmakers take these directly, and withdrawals go back to your phone. Offshore sites support them less consistently, so many Congolese players who use international casinos pay with Tether (USDT).
The dollar question. US dollars circulate widely in the DRC alongside the Congolese franc, and many mobile wallets hold both. If an offshore site keeps your balance in dollars, a dollar wallet can avoid one conversion. If you’re paying from francs, every deposit and withdrawal is converted, and the franc can move.
Crypto basics. USDT is fast, but you need a reliable way to buy and sell it, transfers can’t be reversed, and the network you send on must match the casino’s. Our crypto casino guide explains each step.
Verify early. Upload your ID right after registering. It is the most common reason first withdrawals are delayed.
What a bonus really costs
Run the numbers in your own currency before accepting a percentage bonus. A simple example, not tied to any brand: you deposit FC 20,000 and receive a 100% match, another FC 20,000 of bonus money. With 35x wagering on the bonus, you must bet FC 700,000 before you can withdraw. On slots returning around 96% over time, that turnover costs about FC 28,000 on average, more than the bonus. Low wagering beats a big headline every time.
Checking a licence in a two-level system
Because both national and provincial authorities issue betting licences in the DRC, an operator’s licence may come from Kinshasa or from a province. When you check a local bookmaker, look for the issuing authority and licence number on its site and in its terms, and make sure the company name matches. If a betting shop or website can’t tell you who licensed it, treat that as a warning sign. For offshore sites, the licence will name a foreign regulator, such as Curaçao, and Congolese authorities have no role in it.
Football and basketball
Football rules Congolese betting. Linafoot has big, passionate clubs, and the two Kinshasa giants and the top Lubumbashi club draw huge crowds. Most betting money, though, goes on European football: France’s Ligue 1, the English Premier League, the Champions League and La Liga.
Basketball is the second sport in our data, and Congolese players appear in leagues abroad. Offshore sites carry deep basketball and in-play markets. To understand why long multibets rarely land, read our guide to how betting odds work.
Staying safe
The DRC’s size and busy market bring their share of scams:
- Fake bookmaker pages on social media that ask you to deposit to a personal number.
- Fixed-match sellers, who are always fraudsters.
- Unofficial apps passed around on messaging groups; install only from the operator’s own site.
- PIN requests by phone or SMS; no genuine operator or wallet provider asks for your PIN.
Language and support
French is the official language, with Lingala, Swahili, Kikongo and Tshiluba widely spoken. Most international brands above offer French, so you can read the terms properly. Before depositing, test the support chat with a simple question. A clear, quick answer in French is a good sign; a slow or evasive one tells you how a real dispute would go.
Responsible gambling in the DRC
We could not confirm a national gambling helpline in the DRC. Your account tools are the first line of protection:
- set a deposit limit before you play;
- use time-outs when sessions get long;
- self-exclude at every site if betting is affecting your money or family;
- talk to someone you trust, or use a free online service such as Gambling Therapy.
Betting is a cost, not a source of income. Our responsible gambling tools guide covers every option.
The DRC and its neighbours
Across the river, the Republic of the Congo passed a gambling law in 2024 that covers online betting. To the east, Rwanda licenses online gaming through the Rwanda Development Board, while Burundi licenses betting through its national lottery. The Central African Republic to the north has no identified gambling legislation.

- Online casinos have no clear framework.
- BetPawa and Premier Bet are licensed local bookmakers.
- M-Pesa, Airtel Money, Orange Money and Afrimoney are the main wallets; offshore sites often use USDT.
- 1Win and the brands above accept Congolese players under foreign licences.
