Online casinos and betting in the Republic of the Congo
Sports betting in the Republic of the Congo (Congo-Brazzaville) has long run under a state lottery monopoly (COGELO), and a 2024 law now regulates betting, including online, with a new regulator set up in 2025. Online casinos still have no clear framework. Players pay with MTN MoMo, Airtel Money or USDT, and offshore sites that accept them are licensed abroad.

Two Congos, two guides
First, a quick clarification. This page covers the Republic of the Congo, often called Congo-Brazzaville after its capital. Its much larger neighbour across the Congo River is the Democratic Republic of the Congo, which has its own DR Congo guide. The two countries have different laws, currencies and betting markets.
The legal position
In the Republic of the Congo:
- Sports betting is regulated. Betting and lotteries have long been run under monopoly by COGELO, the Congo lottery company, through betting outlets in the cities.
- A 2024 law covers online betting. Law No. 37-2024 regulates gambling and betting, including online sports betting, and Law 1-2025 created a gambling regulatory authority. The authority is new, and we could not confirm any online licences issued under it yet.
- Online casinos still have no clear framework, and we found no clear ban on residents using foreign sites.
In our data, sports betting is marked licensed and online casinos unclear. We could not confirm a minimum gambling age.
This guide is general information, not legal advice. If the rules matter for your situation, check with a local lawyer.
What this means for you
The new rules are not yet enforced against foreign sites, so nobody in Brazzaville or Pointe-Noire is checking the online sites Congolese players use. Your protection rests on two things: the foreign licence the site holds, and your own judgement. That makes a few habits essential:
- Choose established brands with a visible licence number and a clear company name.
- Read the withdrawal terms before you deposit.
- Start small until you have made a successful withdrawal.
- Keep records of deposits, withdrawal requests and support chats.
International brands that accept Congolese players
The list above shows the brands that accept players from the Republic of the Congo. 1Win is first, followed by the 1xBet family (1xBet, 22Bet, Melbet, Betwinner, Megapari and PariPesa) and the crypto casinos BC.Game, Cloudbet and Rollbit.
All are licensed abroad, mostly in Curaçao, with BC.Game licensed in Anjouan. Disputes go to those foreign bodies, which can be slow and hard to reach.
About bonuses. 1Win advertises a 500% welcome package spread over several deposits, but we have not confirmed its terms for the Republic of the Congo. Read the wagering requirement, the maximum bet while the bonus is active and any cap on winnings before you opt in. Our bonus terms guide explains these clauses.
Paying with MTN MoMo, Airtel Money and USDT
The two main wallets in our data are:
- MTN MoMo, covered in more detail on our MTN MoMo page.
- Airtel Money.
They work in CFA francs (XAF), and some international brands offer them in the cashier for Central Africa. Where they aren’t available, Tether (USDT) is the usual option.
Currency. The Central African CFA franc is pegged to the euro. A balance in euros at an offshore site is stable against your francs, though conversion fees still apply. A balance in US dollars or crypto adds exchange-rate risk.
Crypto care. Buy USDT from reputable exchanges, use escrow if buying peer-to-peer, send a small test amount first and check the network. Our crypto casino guide explains the basics.
Verification. Upload your documents right after registering, so your first withdrawal isn’t held.
Working out a bonus in CFA francs
A simple example, not tied to any brand, shows why wagering matters. You deposit CFA 5,000 and receive a 100% match, another CFA 5,000 in bonus money. With 30x wagering on the bonus, you must bet CFA 150,000 before withdrawing. On slots returning around 96% over time, that turnover costs about CFA 6,000 on average, more than the bonus. A smaller bonus with lighter wagering, or no bonus at all, often leaves you better off.
Football and the leagues Congolese fans follow
Football is the main sport. The Congo Premier League is the domestic competition, but betting interest is mostly European: France’s Ligue 1 first, given the French-language connection, followed by the English Premier League, the Champions League and La Liga.
If you’re new to football betting, our guide to how betting odds work explains decimal odds and the bookmaker’s margin, and our accumulator guide explains why big multibets so rarely land.
Language, support and connection
French is the official language, with Lingala and Kituba widely spoken. Most international brands above offer a French version, so you can read the terms in full. Check that live chat also answers in French before you deposit; a misunderstood bonus rule is one of the most common reasons winnings are voided.
Connections matter too. Live casino and in-play betting use a lot of mobile data, and a dropped connection mid-bet is settled under the site’s rules, not yours. If your signal is patchy, pre-match bets are the safer choice. And budget for data as well as stakes, because streaming eats prepaid bundles quickly.
Withdrawals: what to expect
The first withdrawal is when most problems show up, so prepare for it:
- Documents. Expect to upload an ID card or passport and possibly a proof of address. Do it before you need the money.
- Same route out. Most sites pay back to the method you used to deposit, or to crypto.
- Processing time. Sites quote their own times; players report that the first payout is usually the slowest because of verification.
- If it stalls, contact support in writing, keep the reply, and only then escalate to the licensing body named in the footer.
Scams to avoid
Where regulation is thin, scams spread. Be wary of:
- people selling fixed matches or “sure” tips;
- agents who want mobile money sent to a personal number;
- unofficial apps from messaging groups;
- anyone asking for your mobile money PIN.
Responsible gambling
We could not confirm a national gambling helpline in the Republic of the Congo. Use the tools on your account:
- set a deposit limit before your first bet;
- take time-outs when you notice you’re chasing losses;
- self-exclude at every site if you need a longer break;
- talk to someone you trust, or use a free online service such as Gambling Therapy.
Gambling costs money; it doesn’t make it. Our responsible gambling tools guide explains each limit.
The Republic of the Congo and its neighbours
Gabon runs its betting through the state-backed PMUG, Cameroon licenses sports betting under MINAT, and the Central African Republic has no identified gambling legislation.
