Online casinos and betting in Angola
Online casinos and sports betting are both licensed in Angola: the Instituto de Supervisão de Jogos (ISJ) licenses both under the Gaming Law (Law 5/16). ElephantBet and Premier Bet Angola are licensed locally, and offshore sites such as 1Win and the 1xBet family also accept Angolans.

Local operators: ElephantBet, Premier Bet Angola.
Angola stands out in Southern Africa. It’s the only country in the region where our data shows a regulator that licenses online casino games as well as sports betting. That changes the decision for Angolan players: there’s a real choice between a site the local regulator supervises and an offshore brand that it doesn’t. This guide explains the law, the sites that accept Angolans and how to pay in kwanzas.
Gambling law in Angola
Gaming in Angola is supervised by the Instituto de Supervisão de Jogos (ISJ) under the Gaming Law, Law 5/16. According to the research behind this guide, the law covers:
- online casino games
- sports betting, online and retail
That makes both online casinos and sports betting licensed activities in our data. It’s the clearest legal position of any country in Southern Africa outside South Africa, where only betting is licensed online.
A licensed market doesn’t make every site legal, though. A site licensed by the ISJ is operating under Angolan law. A site licensed in Curaçao or Anjouan that accepts Angolans is not ISJ-licensed, and the ISJ can’t help you if you have a dispute with it. We couldn’t confirm a website for the ISJ. This is general information, not legal advice.
Licensed local brands
Our data lists two locally licensed operators:
- ElephantBet
- Premier Bet Angola, part of the pan-African Premier Bet group
Playing at a licensed local brand gives you three practical advantages: a regulator at home that sets and enforces the rules, accounts usually held in kwanzas, and payment methods built for Angola, such as Multicaixa Express. Check any operator’s ISJ licence on its own site before you deposit.
International sites that accept Angolans
The ranked list above shows the offshore brands our research confirms accept players from Angola:
- 1Win, our top pick for an all-in-one account, with thousands of casino games, crash games and a full sportsbook. Its welcome package is a percentage match spread over several deposits; the terms offered to Angola may differ from the South African version shown elsewhere on this site, so check the cashier.
- The 1xBet family: 1xBet, 22Bet, Melbet, Betwinner, Megapari and PariPesa. They share a platform with very wide football coverage and long payment menus.
- Crypto sites: BC.Game, Cloudbet and Rollbit, with fast payouts in crypto.
Two names are missing on purpose. Mostbet’s casino terms have listed Angola as a restricted country, and Roobet is left out because one source lists Angola as restricted and the evidence conflicts.
Why South African sites don’t appear
Hollywoodbets, Betway South Africa, Supabets, Sunbet and the other SA bookmakers don’t accept players from Angola. They’re licensed by South African provincial boards for betting from within South Africa, and our data lists them for South Africa only.
Local licence or offshore site?
Because Angola licenses online casinos, it’s worth thinking about this more carefully than in most African countries:
| ISJ-licensed local site | Offshore site | |
|---|---|---|
| Regulator you can complain to | ISJ, in Angola | Licensing body abroad |
| Account currency | Kwanzas | Usually USD, EUR or crypto |
| Local payment methods | Built in | Varies by site |
| Game and market range | Varies by operator | Usually very large |
Offshore sites often have bigger game lobbies and percentage-match welcome packages. Local sites give you the protection of Angolan regulation. Our guide to offshore and locally licensed sites is written for South Africa, but the same trade-offs apply in Luanda.
Payments: Multicaixa Express, Unitel Money and Afrimoney
Angola’s main digital payment methods in our data are:
- Multicaixa Express, the app linked to Angola’s Multicaixa banking network
- Unitel Money
- Afrimoney
Locally licensed operators are the likeliest to support these. International sites vary, so set your country to Angola, open the cashier and check that your method is offered for withdrawals as well as deposits.
The other routes are Visa cards, which most international sites accept but banks sometimes decline for offshore gambling, and crypto, mainly Tether (USDT). USDT is quick at crypto sites, but converting back to kwanzas needs an exchange or another trusted route, and each step can carry a cost.
Kwanzas and conversion
At offshore sites you’ll usually play in US dollars, euros or crypto, which means a conversion margin on the way in and out. Choose your account currency at sign-up with care, because it often can’t be changed.
Checklist before you deposit offshore
- Find the licence and its number in the site footer.
- Verify your account early with your bilhete de identidade or passport.
- Read the bonus terms, including wagering and the maximum bet. Our guide to wagering requirements shows what a bonus really costs.
- Test a small withdrawal before you deposit larger amounts.
Sports Angolans bet on
Angola has one of the broadest sports mixes in the region:
- Football: the Girabola locally, Liga Portugal thanks to the shared language, and the English Premier League, UEFA Champions League and La Liga.
- Basketball: Angola has a strong basketball tradition, and international sportsbooks cover the major competitions.
- Handball: less common elsewhere in Southern Africa, and covered by the bigger international sportsbooks.
If you’re new to betting on these sports, start with our guide to how betting odds work.
For neighbouring countries, see Namibia and Zambia. Mozambique is the other Portuguese-speaking country in Southern Africa: see the Mozambique guide.
Opening an account from Angola
Whichever route you choose, the sign-up steps are similar:
- Decide local or offshore first. If regulation matters most to you, start with an ISJ-licensed brand. If you want the biggest casino lobby, look at the international sites above.
- Register with your real details. Your name and date of birth must match your ID, or your first withdrawal will stall.
- Choose your account currency. Kwanzas at a local site; at an offshore site, pick US dollars if you hold them, to avoid one conversion.
- Verify straight away. Upload your bilhete de identidade or passport before you deposit much.
- Make a small first deposit with Multicaixa Express, Unitel Money, a card or USDT, and test a withdrawal.
- Set a deposit limit in your account settings before you claim any bonus.
Responsible gambling in Angola
Our data doesn’t include a confirmed national gambling helpline for Angola. The NRGP number in the box below is South Africa’s service. ISJ-licensed operators work under Angolan rules, and every good site offers deposit limits, time-outs and self-exclusion. Set limits before you play.
If gambling is causing money or family problems, stop and talk to someone you trust or a health professional. Our responsible gambling tools guide explains each option. Gambling is paid entertainment, never a way to earn money.
