SA-licensed operators
These are the casinos and betting sites licensed by a South African provincial gambling board, such as the Western Cape Gambling and Racing Board or the Mpumalanga Economic Regulator. Wanejobets, YesPlay, Pantherbet, Supabets, Hollywoodbets and Betway lead the list; each one has to verify your identity and gives you a local complaints route.

What qualifies for this list
A brand is listed here if it holds at least one licence from a South African provincial gambling board, as recorded in our data from the operator’s own licence details. Each card shows which boards. The ones you’ll see most are:
- Western Cape Gambling and Racing Board (WCGRB), which licenses most online bookmakers.
- Mpumalanga Economic Regulator, the second most common.
- Gauteng Gambling Board, KwaZulu-Natal Gaming and Betting Board, Eastern Cape Gambling Board, Northern Cape Gambling Board, Limpopo and North West boards.
The list is sorted in our usual order of preference. A brand whose licence we haven’t confirmed sits under “still being confirmed”. Offshore brands, including our overall top pick 1Win, are not on this page; you’ll find them on the best online casinos list, clearly labelled.
Why a provincial licence matters
A South African licence changes three things for you as a player.
- Identity checks. Licensed operators must complete FICA checks on your ID and address. It’s a hassle at sign-up, but it means the operator knows who it is paying and money laundering rules apply.
- A complaints route. If a licensed bookmaker refuses a payout or closes your account unfairly, you can take it to the board that licenses it. With an offshore casino, your only option is a foreign regulator.
- Responsible gambling duties. Licensed operators must offer deposit limits and self-exclusion, and support the National Responsible Gambling Programme. You can also self-exclude through the board itself.
Where the law stands
The National Gambling Act of 2004 lets provinces license betting, including online sports betting. It does not provide for licensing stand-alone online casinos. The slots, crash games and “betting on games” you see at South African bookmakers are offered under their provincial betting licences. Parliament has been considering changes to regulate online gambling more fully, so this may change; we’ll update this page when it does. None of this is legal advice.
What a licensed operator will ask you for
Signing up with a licensed bookmaker takes a few minutes more than with an offshore casino, because the law requires it to know who you are. Expect to provide:
- Your South African ID number (or passport number for foreign nationals living in South Africa), checked against your name and date of birth. You must be 18 or older.
- A photo of your ID, smart card or green book, front and back.
- Proof of address, usually a bank statement, utility bill or lease less than three months old.
- Your bank account details for withdrawals, in your own name.
- Sometimes, proof of source of funds, if you deposit large amounts.
Most brands let you play before verification is complete, but won’t pay out until it is. Upload the documents when you register and your first withdrawal won’t be held up.
How to choose among licensed brands
Licence is the starting point, not the decision. Within this list, compare:
- Bonus terms. Licensed brands often have low wagering. Wanejo Bets offers 150% up to R1,000 + 100 free spins at 5x wagering.
- Payout speed. PantherBet publishes withdrawals in 30 min - 24 hours.
- Games. Hollywoodbets has the Spina Zonke slots lobby; Betway has one of the larger lobbies with live casino.
- Minimum deposit. From R5 at Hollywoodbets.
Our picks among SA-licensed brands
- Best overall licensed casino: Wanejo Bets, licensed in the Eastern Cape and Mpumalanga, with a low-wagering welcome bonus and crypto deposits.
- Best for no deposit spins: Hollywoodbets, licensed by several provincial boards, with 50 free spins on Hot Hot Hollywoodbets, Hot Hot Fruit or Rainbow Mania (Habanero).
- Best for low-wagering betting and casino: YesPlay, licensed by the WCGRB, with 100% up to R3,000 at 7x.
- Best big licensed welcome package: Goldrush, licensed in the Northern Cape, with 100% up to R28,000 + 300 free spins · over 4 deposits.
- Best established all-rounder: Betway, licensed by the WCGRB and Mpumalanga, with 10 free spins on 12 Masks of Fire Drums.
Terms to watch
- Bonuses split between sport and casino. Many licensed brands give a sports bonus and a separate casino offer. Make sure you opt into the one you want.
- Free spins on set games. Spins are often locked to one Pragmatic Play or Habanero slot.
- FICA before withdrawal. You can’t withdraw until your documents are approved. Upload them when you register.
- Bonus minimum deposit. Often higher than the site minimum.

Frequently asked questions
Which online casinos are licensed in South Africa?
Online casino-style games in South Africa are offered by bookmakers licensed by provincial boards, including Hollywoodbets, Betway, Supabets, YesPlay, Easybet and Sportingbet. Every brand on this page holds at least one provincial licence.
Is it legal to play online casino games in South Africa?
Online sports betting with a provincially licensed bookmaker is legal. The National Gambling Act of 2004 does not license stand-alone online casinos, and licensed bookmakers offer slots and crash games under their provincial licences. The law has been under review for some years, so the position may change. This is a summary, not legal advice.
How can I check if a casino is licensed in South Africa?
A licensed operator shows its licence number and the issuing board in the footer of its site. You can confirm it with that board, for example on the Western Cape Gambling and Racing Board's list of licensed bookmakers.
What can I do if a licensed casino won't pay me?
First complain to the operator in writing and keep a record. If that fails, lodge a complaint with the provincial board that licenses it. That route doesn't exist with offshore casinos.
Do SA-licensed casinos have smaller bonuses?
Usually, yes: licensed bookmakers tend to offer smaller welcome bonuses than offshore casinos, but often with much lower wagering, so they can be worth more in practice.
