Two markets side by side

South African players can choose between two very different kinds of site. Provincially licensed bookmakers answer to one of the nine provincial gambling boards, work in rands with local payment methods, and are mostly sportsbooks that add casino-style betting games. Offshore casinos hold a licence from abroad, usually Curaçao or Anjouan, and offer full casino lobbies, crypto and large percentage bonuses.

Our data splits close to evenly between the two. The comparison table shows how they differ in practice: offshore sites are far more likely to take crypto, while licensed ones are built around local banking and cash vouchers.

Why the licence matters

A provincial licence brings a South African regulator, a complaints route and obligations on player funds and responsible gambling. An offshore licence brings none of that locally: if a payout is refused, the dispute goes to a foreign authority. That doesn’t make every offshore site unsafe, but it changes what you should check before you deposit. Our how we rate page explains how licences feed into our scores.

Licensing is also where the law is moving. Proposals to update national gambling law and act against unlicensed online operators have been debated for years; when they land, this study will show how the market shifts.

How we measured it

We recorded every licence each brand holds, from the operator’s own site and the regulator’s register where one is published, and marked a brand as South African licensed when it holds at least one provincial licence. A brand can hold several licences, so the authorities chart counts brands per authority, not licences. The side-by-side comparison uses medians, so a few extreme values don’t skew it.

Frequently asked questions

How do I know if a gambling site is licensed in South Africa?

Look for the provincial board and licence number in the site's footer, then check it on that board's register. Licensed operators include the big local bookmakers. Our reviews show every brand's licence.

Is it illegal to use an offshore casino in South Africa?

Online casino games are not licensed under national law, and offshore sites hold no South African licence. Enforcement has targeted operators and payment flows rather than players, but you have no South African complaints route if something goes wrong.

Why do offshore sites have bigger bonuses?

They compete on bonuses and crypto because they can't offer local protection. Bigger headline bonuses often come with higher wagering, which our bonus cost index measures.
